I'd say Innovation is an exercise that all stakeholders in a company are able to do, bringing creativity and ideas out for the company they work at. An organization needs to make sure there will be creative spaces through workshops, mental breaks, e-learning, and all kinds of strategies from external innovation expertise companies.
Sometimes businesses are focused on developing their product and they forget about the new customer needs, which is another key for innovation! Maybe a big enterprise is able to keep innovation through their own department. I can see Google as an example: they have their own department for innovation and thinking and focus on connecting employees with Google's values where user's experiences are a priority.
